I need to know how to model blow design which tool is right to model the object

because i  try many times but still could not make 

can any one give me an idea to model this object ??

1. create your base shape of the pattern using line / spline

2. Copy it

3. Apply Cross Section Modifier, select smooth on its parameter

4. Apply Surface Modifier...Adjust topology
