It's hard to tell why turbosmooth wouldn't work without knowing more about the topology of the object. If you'd like to attach the object, I can record a video showing what I might do to smooth it. Would that be possible? If not, a screenshot with edge lines showing would be important for this. Thanks!

The main two smoothing techniques are Nurms and turbosmooth, they are both preety similar so pick either. then you need to add in support edges or perhaps chamfer the edges? Just add support edges where you want sharp edges. Try this tutorial: https://www.youtube.com/watch?v=sJyFA16zWxw
