Hi,

Regarding your first question (High poly to Low Poly) You can Use (ProOptimizer) Modifier. for 2nd question V-Ray Has Proxy feature, whic you can export any models as a v-ray proxy by selecting the object and selecting V-ray mesh export. if you are using v-ray 3.6 they added another feature for saving v-ray scene as a file (.vrayscene).
