Yes, it is case by case and with more experience you'll find it easier. You just extend a loop by cutting through a few more polys and run it to an edge or just bury that cut in a corner that's on a flat area where it won't matter. You really don't 'convert' it to a 4-sided poly, you add cuts so that it has 4 verts instead of 3. You do the same thing for poles (polys that have 5 or more verts), you cut them up to make them 4-sides. Again, it comes with experience how best to cut things up.
