What to do when you realize your model is off in size and scale?

I've been working to recreate this rock climbing gym in Tokyo, and I've tried hard to estimate with what I can on the scale of things. But as I feared while I'm slowly encroaching on getting the blocking done, it's all slightly off and doesn't feel right. I thought maybe it's a camera thing and it'll look right with the right camera settings, but I'm not so sure. Now I'm a little demotivated (this is my first solo attempt at creating something) and I'm not sure what the best way to fix it is, or how bad things really are, and how much I'll have to redo. Should I just restart from scratch? What is your experience with fixing scale problems and how can I prevent this next time?
