Should I model my character with clothing included or add them as a cloth

Hey so I am using 3DS max 2018 and am modeling a game character which will have a hooded cloak and a mask for his face (the mask is to avoid having to do facial animations in case I run out of time since I've only got 3.5 months to do enough that I have something to show for my college application) but I cant figure out whether I should model the character with his clothing already there or if I should make the character first then add clothing using the garment maker. Also If anyone can point me toward a good tutorial for the garment maker (and maybe even for facial animations) it would be incredibly appreciated as well as any general tips for modeling a face (aaand maybe just general tips for modeling characters in general).
