Mismatch btw cursor and selection point on screen when working on subobjects, misses when clicking on vertex/edges

Hi,
I have a problem I have struggled with from time to time up thru different MAX releases.

Sometimes when I work on subselections, I cannot click on a vertex or edge when zoomed in, I have noticed that I can click off to the side on screen somewhere and eventually "hit" what I need to select, but this is VERY frustrating in my workflow.. It seems like there is an offset between where I click on screen and where the computer thinks I am pointing. I've tried converting to mesh/poly but that doesn't fix anything, look slike others have had success that way.

 

Is this a graphics issue? Units or anything else? I'm using Nitrous on GTX1070

If it happens occasionally does that mean it's scene specific? If it always happens with a specific scene/object could you attach an archive of that scene?

I'm thinking that maybe it's a units issue. Basically your units are so large that you're getting precision issues.

thanks for the reply!
I attached the file here, the problem isn't there in most other files, I have tried changing accuracy in units setup without that helping.
If you zoom in on the square object in scene and try to select vertices for example, the mouse cursor has to be offset to the vertex to hit it. This is my problem, be it objects or sub-objects.
