Is there a way to move the pivot point when rotating a selection for verts?

So for example I want to rotate this ankle where the blue + is. Is there a way to move the pivot point f to a specific point like this?

Move the working pivot and make Use Working Pivot active.  The with Working as your active coordinate system do the rotation.

Another option is Place Pivot Surface available via right click in viewport.  It will exit you from subobject mode but automatically puts you in edit working pivot mode.  You place the pivot where you want and hit the green check to confirm it and then go back to subobject mode and your previous selection of verts will be selected still so you can rotate about the pivot you placed.

Or you can rotate around snap points. Enable vertex snap, lock the selection, set the axis to rotate round, hover over a point and you should be able to rotate round it.
