I think the simplest approach would be creating splines to match the curvature of the fibers, enabling rendering in viewport and adjusting thickness. Then convert to editable poly to create the nodule like swelling in certain parts of the fibers. You can also add a noise modifier to get a subtle surface variation of the fibers.
