It's hard to tell how that's tied but it looks like you only need two of the side-by-side elements and then you could rotate copies two times to fill it in.
While there generally is no "easy" or "automatic" thing to click to make this, it shouldn't take too long. It's why we make the "big bucks" right, being able to make these crazy things?
You might start by figuring out what just one the central spline or shape loops looks like. Make that shape with 20 or so verts so you have lots of adjustment points. Loft that and put another beside it. Then duplicate that set two more times and rotate them roughly into place. Now move the spline verts around so they dive in and out properly.
I did the same thing with a line tied to a marine cleat. I just kept rotating around and moving the splines verts until it looked right.
