Create polygon from vertices

I would like to create a polygon from vertices. When I try to create the polygon it says illegal new face. Any help would be appreciated. Thanks.

You will first have to delete the inner ring of polygons adjoining the square edges that you seem to be trying to create a polygon across.  There has to be an open edge along each side of the square that the 4 vertices form for you to be able to create a new polygon there.   Once you have the open edges by deleting the 4 polygons in the inner sleeve, you will be able to either  use Create to make a new polygon or use "Cap" at the border sub-object level on the new border that you will have made.   You could also "Bridge" across 2 opposite edges.
