Does the Weighted Normals not do this for you? It has a option on it to generate explicit normals using UV seams as a border.

The only issue with weighted normals is the mesh normals get locked. What if we don't want that?

@abhasdhulekar you can unlock them with the Edit Normals modifier you want to adjust them after.

This would be really handy. The issue with using the weighted normals mod is that it doesn't assign smoothing group numbers. So things that take SGs as an input don't function (like chamfer by SGs), and you can't further edit the SGs to fix errors.

I have been trying to project my SGs from one model to another and so far I can do a round about flatten by SGs, then project UVs, but now I'm stuck at getting my UV islands back to SGs.

So a "Project Smoothing Groups" function somewhere would be great too. It would play very nicely with the Retopology Tools since that kills the SGs used for edging.
