Hello @abdelhalim.bousmaha and welcome to the community!
That laptop can certainly handle 3ds Max. It's tough to say which laptop is the 'best' so what I can do is list the system requirements for 3ds Max 2017 and you can make your own decision about that. You might search the forums as well, this conversation has come up twice in the past couple weeks and it might be worth investigating. You can find them here and here. (One is for a PC.)
