What tools do I need to make landscape like golf ground (image attached)

Working with landscapes is challenging for me, I wanted to ask who have experience in this field what tools or scripts do I need to use in 3ds Max in order to achieve this kind of projects?

There are no magical one click solution. Having access to lidar data would be a good start. Then this plugin would probably help : https://rendering.ru/splineland.html.
