I remember that in MAX 2004, it took me months to figure out how to move a toolbar I had created, and the same thing happened in MX 2025. I don't remember how I corrected it in MAX 2024. I created a toolbar, moved it to where I want it, and when I open MAX, it is back-docked at the top.

I usually set my toolbars when running as admin, then run regularly once the are in place.  I am on Windows 10, but I always have to do this.

Yes, I set my shortcut to run an admin MAX 2024. I'll do the same in MAX 2025

I would uncheck it after your toolbars are saved.  Once they are saved and Windows security is satisfied, then running normally is probably for the best.
