here is another example of my need

rotate the blue one and the green and red axial position

Rotate the green one ant the red one maintains axial position.

I managed to get it working kinda but not there yet. I was able to copy one of the parts and place a orientation constrant. I need to be able to change the rotating on the orginal as shown. I do not want to select a dummy part

Select the red box and uncheck Inherit, Rotate, X, Y, and Z in the Link Info panel of the Hierarcy tab.
