My viewport doesn't move around the pivot point.

Hello everyone.

I hope you're doing well

I'm having this issue for 2 weeks and I'm not able to solve it yet.

As you can see the cyan cup has no issue when I hit Alt+ Scroll wheel to navigate. It rotates currently around the pivot point.

But the red cup rotates pretty quick even though I've placed the pivot point at the center of that red cup. But when I go to Modifier+ edit poly and choose element the rotation gets corrected. 

This is a copy of the 3ds max file if anyone wants to experiment with this issue.
