how to fix these shading issue

i have been using 3ds max 2016 but when i upgraded to 2019 i faced this problem in help

This is just a smoothing group issue and should not have anything to do with Max 2019 vs Max 2016.  To get a smooth instead of faceted look on your mesh, just go to polygon subobject mode of your Editable Poly or Edit Poly modifier and select all of the polygons and then click on "Auto Smooth" in the Polygon Smoothing Group section of the rollout.   

 

You can also get much finer control of smoothing groups than that.  See the videos by Arrimus in the link below:

It's not a Smoothing group problem.
You are in "Facets" preview mode in your viewport. (You can see it in the top left corner). Simply change it to Default or else.
