This looks like something did not install properly. If you hit "OK" does 3ds Max open? If yes go to "Customize > Configure User and System Paths..."
You should see something similar to the screenshot below. If not I would try resetting 3ds Max.
If 3ds Max doesn't open then I would try redownloading the 3ds Max install files and reinstalling. You must redownload the files and not use the "Install now" option. I'm thinking that possibly something is either missing or corrupt in your original install files. Also make sure when installing to disable any anti-virus or system optimiser software. I had a case where one 3ds Max component was corrupted because a system optimiser thought the plug-in was slowing the system down and blocked it.
