1 - In EditMesh or EditPoly, using the Cut tool isn't working. It literally does nothing, be it at the Sub-Object level or not.
2 - Reading this forum, this has been a problem since 2017, and it's still not fixed.
3 - Autodesk seems quite allergic to fixing these kinds of bugs, and I sure as @#$% want to know why.

If cut fails for specific model - report as a bug and include the max file with that model.
If cut doesn't work at all - try removing/renaming ENU folder.
Honestly, I can't get the tool to not working at all. At least, it is cutting something. However, the cut can only be seen if Edged Faces is on.
The tool has its flaws though. For example, it is snapping to nearby vertices/edges even if Snapping is Off. This can be reduced by decreasing the Selection Pixel Radius in Viewports Preferences. But this may have unwanted effects to other tools.

I mean, I can test that, but honestly...? Since upgrading from MAX 2013 (which is what I could afford until now), certain tools have gotten harder to use and less reliable.
A good example would be that sometimes you just plain can't snap at the Sub-Object level; there have been many times where I've had no choice but to place, say, a Slice plane on the base object using a snap-to-whatever, then go to the sub-object level to finalize the Slice. (And it's not just Slices; that's the first example that occurred to me.)
MAX seems to have gotten worse.
Okay, I may've tracked down the problem: the Cut tool won't cut across gaps. If there is any empty space in between the end points of the cut, it'll only cut on one side of the gap.
But that doesn't work for what I'm trying to do; I actually need to be able to cut from one side of a gap to the other. And I need to be able to do it in ways that a Slice plane simply can't...because it's a plane; making sure that the angle of the cut is exactly where it needs to be, I need to be able to cut from one vertex to another with no deviation.

That will absolutely not work because of the gaps, because the polygons aren't connected, their verts welded together. But I absolutely need to cut in a straight line between those specific verts.
I've tried it in every view and every kind of Poly or Mesh; it just will not cooperate.
Thing is...I think it used to in earlier versions of MAX. So...whassup wi' dat?

Other than doing what I need, the two seem exactly the same.
I don't know how they work internally, but it seems Cut is looking for a starting point and in this case it gets confused because open edge is closer to camera in view you are using when cutting, while QuickSlice is closer to slicing plane and doesn't care what is closer or farther away from camera.
How strange...sometimes I question the wisdom of the people who gave these things names; so many bits of functionality have given labels which, if you'd given me a million years, would never have occurred. It makes me wonder what else I could be doing--should be doing--but don't know about cuz I never woulda called it that.
Try hitting Reset XForm. This fixed my problem. Funny how many things are fixed by using that.
