Couldn't to use "POPULATE" function on 3ds max 2015 and 3ds max 2016

Error message was happened when I use "Populate" function on 3ds 2015 and 3ds Max 2016 Student version
"CoCreateinstance0 failed, please check your registry entries CLSID (F088EA74-2E87-11D3-B1F3-00C0F03C3D3) and make sure you are logged in as an
administrator"
