Can someone help me with this simple rig? (examples and file attached)

I have a cat rig of a monster tenticle rigged using CAT and a spline IK. My current issue is in Example-001

What i would like is the top point to lead the entire body and be controlled by the head. see Example-002

I have attached the file if anyone wants to mess around with it.

Ideally i would like something similar to this part of this video when the end points stay in their respective positions.

You might experiment with using expression controllers for the point helpers of the spline IK controller.  For example,  I have set the position of point007 as a function of the position of point001 and point008.  The xy position if 1/4 of the difference while the Z  position is 6/7 of the difference.
