adding a polygon

I am a newbie to 3d max.

How do I add polygon on the top?

Looks like Border select followed by cap would do the trick.  You can also select the long opposing edges and then "Bridge".    Note: Consider posting your max files in the oldest version you can as not all of us have Max 2021.
