I've submitted a bug report previously for max 2016, but this is getting my no-where.
For some reason, my orbit functionality has been dead since I upgraded to windows 10, this is present in 3ds 2016 and 2017
it actually makes the software barely usable.
when engaging orbit Via Alt+mmb or the toggle button at the bottom, the internal frame rate of the view-port drops to 0 FPS and does not orbit, and when it gets enough fps the view-port would flick around - in general it is horribly broken.
I have found ways to use orbit, but only under certain circumstances, where;
Must have the whole object (root) selected with move/rotate/scale tool - selection will not work
if working in the mesh, their must be a selection to orbit around, and the selection must be connected/touching
I fear that the problem might be a windows .dll problem or a .net framework issue

I'm debating on reinstalling Windows 10, or rolling back to windows 7 for 3ds Max 2017
I found more bugs in 3ds 2017
one where I can't select other objects in the viewport if an object I have selected has a shared UVUnwrap modifier.
another where Freeform selections in UV editor is axis locked, and no clear reason as to why/where/how to fix/undo
Just a follow-up, it was a clean install of windows 10 and 3ds max with a GTX 660, the issue seemed only present in 2016/2017
now, I have a new machine, same HDD with OS, and a fresh install of 3ds max 2017 (currently no GPU) and it works fine
might have just been the GPU.
Hello @digi_byte,
I've had quite a backlog of cases here, I'm a bit late to the party. Can you please verify for me that the GPU was the issue you were having? I'd like to mark you post as the solution if so. The 660 is supported on 2017, so it may have just been needing a replacement or something along those lines. Also, how are you currently running with no GPU?

Little late to the party. but at the time I never saw the message. you can run 3ds max in software rendering mode if your CPU has onboard graphics. Intel HD2000 etc.
I could never verify if the GPU was the issue, it just happened to work after I did a hardware change and the PSU didn't have enough power pins for the GPU (bought the wrong one)
