3ds max 2019 2 column command panel returns to 1 column on startup

title describes it.

 

I use 2 command panel columns on 3ds max, and it worked fine in 2018, but in 2019 every time I start 3ds max it reduces the command panel ever so slightly that it collapses back to a very wide column, but a single one.  

 

every time. it becomes frustrating pretty quickly.

 

is there a way to fix this?

I should mention that this is a 4k monitor at 200% windows interface scale.

 

tried on 1080p 100% and 1440p 100% it didn't happen
