3DS Max 2017 start up issue

Hi all,
I am trying to open an existing file on 3DS Max and the start up screen is frozen with only "Initializing 3DS Max" showing.
I have left it for at least 10 minutes now and still nothing.
Technical support reinstalled it last week and he has made it worse by the look of it.
Any suggestions on how to solve this issue please??
