How can I load an animation from an FBX and use my Biped to retarget its bones to the animation of the FBX?

They have the same bones.

If .fbx contains same bones structure and same biped height, select biped then import .fbx. Import will override key on biped.

In other case you can use http://www.scriptspot.com/3ds-max/scripts/fbx-to-biped or http://www.scriptspot.com/3ds-max/scripts/bippy to match .fbx with biped skeleton.

Sure you can !

Check this tutorial, you’ll learn how to import animations into 3ds Max biped characters from MotionBuilder without sacrificing quality. The animation will play as it is in MotionBuilder independently of character size differences.

Sounds like you can use Motion Mapping for this.

nevermind, it's not the easiest to setup.  The easiest way is to use capture animate for CAT, but once it is in, you can only save it back out as an FBX or .CLP
