Bones won't stick to Mesh

I've used Skin lots of times and it has worked perfectly - I suspect the problem is with the mesh but I don't know what it could be - to my shame I actually bought this Dog mesh! - Grateful for any ideas here......

Your screenshot shows editable poly with unwrap and circled move/rotate, I don't understand how it helps to figure out problems with skin and bones.
