Lisp to insert block using spreadsheet

I come to you humbly seeking your help. I've not written a lisp routine in about 18 years. I suddenly found myself in a position where I can help another department by generating a small lisp but as I began to look into the task I realize I've forgotten more than I remember. However, when trying to create an account to post this message Autodesk actually still retained my account information and I actually remembered my password so I haven't completely lost my worth! LOL

The lisp would simply insert a block, which I've already created, utilizing data from an XCEL spread sheet. The spread sheet currently has 4 columns:

Item Number, Elevation, Easting, & Northing.

My goal was to generate a lisp that would prompt the user to insert the Item Number. Once entered, the lisp would initiate the insertion of the block, then search the XLS for the matching character string in column A and, once found, insert the data from the associated columns accordingly:

Item Number - Character String, Elevation - Character String, Easting - Insertion Point on X-Axis, Northing - Insertion Point on Y-Axis.

Columns A-D are listed respectively. Rotation angle, scale, layer, etc. are all constants.

Does anyone know of anything similar to this that I would have the ability to modify to meet my needs? Your time and feedback are greatly appreciated!

THIS looks promising. THIS youtube tutorial as well... but not sure if the code could be downloaded from somewhere.
