Duplicate Project file keeps generating with search path in TEMP folder

I'm using Inventor Professional 2020 with Vault Professional 2020. I keep noticing duplicates of my project file keeps generating with search paths in my TEMP folder. It can be very annoying in Inventor and I'll usually delete them as I notice them and set the "correct" project file as default. If I want to view a file in Vault, often it'll search for parts and sub-assemblies in my TEMP folder and I'll have to redirect it to the correct project workspace. I'm kind of wondering if Vault is associating one of those duplicate project files as my default project file which brings me to my 2nd problem. I can't figure out how to change the default project file in Vault Professional. I login as Administrator, go to Tools>Options, and at the bottom of the dialog box, it says "Inventor Project File (locked by administrator) and the selection is grayed out.

First and foremost, how do I fix my self-duplicating project file. If the solution is to check and possibly change the default project file in Vault Professional, how do I unlock it as Administrator so I can change it?
