I just did a test and it looks like you can unlink an IR at any point until the CR reaches a status of Cancelled or Complete, at which point the CR is locked and nothing more may be changed in it, as you've discovered. For now, you might need to <A href="https://www.autodesk.com/support/account/manage/use/support" target="_blank" rel="noopener">submit a support request</A> to unlink the IR from the CR. In the short term, if a CR must be cancelled you'll have to remember to unlink the IR first before doing so.
