How can I modify floor reinforcement layers without using the Remove are reinforcement tool?

If you need to edit the arrangements (bar size/spacings/etc.) you need to edit the Area Reinforcement Configuration by Tab Selecting until you find the Area Reinforcement and editing this way.

If you have to manual edit you could try tabbing and selecting the layers to see what options are available from the contextual tab these may be suitable for your needs

Otherwise the only option is to remove the reinforcement from the area itself.

Agreed, there are plenty of Third Party Apps which deal with this better.

I personally copy and paste aligned to same place and create my layers this way and treat them individually.
