As previously stated, you won't be able to join your stairs to any other element.

A handy work around that we've been using for years is to model an in place family using the "Floor" category. You will then be able to join them to floors, beams and even columns. Walls and columns (base and top) may even be attached to the in place family due to its behaviour based on the "Floor" category.

The reason..between Concrete Stair and Concrete Beam/Concrete Column cannot joined maybe because both of "them" is diferent dicipline...Stair/Ramp only in Architecture and Beam/Column Concrete is Structural...I thin'k...Asutodesk must find the way out to resolve this problem...

The file you provided has a stair modeled with the stair tool and a beam modeled as a floor. It is states above that stairs won't join to other elements this is why I suggested modeling the stair with the floor tool. That way it can be joined to other floors and beams as well.

I attached your file.

Whether you model the stair with the stair tool or the floor tool you still have to model the entire stair. You make it seem more difficult than it is. Revit doesn't hate concrete though, it's just the behavior of concrete in the software that needs to be updated/adapted to what we as structural users try to accomplish but I understand your frustration. I think we've all been there on our Revit learning curve journey.
