Which are the available materials for material selection when creating a new family? Is there any section the make it new family with sepical meterial ? Can I change the material after I load it into the project? What alternative command is there for the Fillet command (when family creation)?

it depends on the family template you select. different templates may have different materials loaded into them. typically most templates only have "Default" materials loaded.
materials can be created or loaded into a family at any time. in my case i have edited the templates i use at my office to have the typical materials i need.
you can assign the material parameter to a Instance or Type parameter to allow you to allow you to change material after it has been placed.
the fillet command should be available in a family when placing linework. alternatively you could use the Trim(TR) command to extend two lines to intersect each other.
