vertical grids not showing in roof plan (16.2m)

and propagate extent can't get it

They are below the level. Go to a uncropped section view and stretch their 3D extent (the hollow circle, not the dot) up over the roof level then you will see them. Alternately, you can select any grid in any view, right click, select all, another right click and maximize 3d extent.

Note: Propagate is for 2D extent and has nothing to do with what you need to fix.
