Yes you could. The out of the box view reference is pretty basic, and you would have to create a family to go with it, if you wanted a bubble. Which long run would be best, if it is just for one project though is the time spent created something worth the time spent just hiding it is a question you will need to ask yourself.

are you wanting a callout bubble that refrences one enlarged plan, but you can use in multiple views?

If so, after you create the enlarged plan or callout, you can place callout bubbles and use the reference view option and it will let you place a bubble but it will not create a new view, just take you to the all ready made one.

Create a Reference Callout | Revit Products 2019 | Autodesk Knowledge Network

Select the border, right click, override graphics in view, override by element, color – change the colour to white.

This will only change them one by one, and this way you can control the ones you want to hide. Not the best idea in the world, but it will work. There is another way to turn it off, but will turn off all your callout boundarys.

Would you not be better using a View Reference rather than a Callout? Then there won’t be a border at all and you won’t have to hide them.
