How to constrain a family to a reference line that moves and rotates?

I place a family on a reference line, when the reference line moves, rotation part work OK, but when I try to constrain it to the end of the reference line so that it stays at the end of the line, I get "constraints not satisfied".

Any idea what I'm doing wrong because I'm semi-certain I did this already in some other family and it worked (no idea how).

Here's a gif.

One way to do it is adding a perpendicular ref line and lock it to the end of the original ref line, then lock the end of the family to this line.

See attached.
