How would I model a Tapered wall that stays flat at the top but the base varies from 4.5m to 6m deep? Any help is appreciated

Then model a normal tapered wall and attach it's base to the sloped slab. If you don't have a sloped slab, edit the wall profile, or draw a sloped ref plane and attach the wall base to it.

By creating a sloped ref plane and adding the base of the wall to it would it stretch the wall downwards until it came into contact with that slope of the plane?

No. You don't have to stretch anything. Use Attach Top/Base to attach the wall base to the plane.

And I just looked at your picture, you clearly have a sloped slab then just attach the wall base to the slab.

Ive come across an addition to this problem, how would i attach the base of the wall to extend below the slab rather than stop at the top of the slab?

Go to an elevation, draw a ref plane at the bottom of the slab, attach the wall base to it.
