Hello, I just began using Revit 2024- I imported a dwg as a topo solid and when attempting to rotate the project north, the topo solid surface does not rotate. I have created a building "pad" using mass void and now need to rotate the project north, to not work at an angle, what am I missing?

It gives a warning to check the position of toposolid but no way to rotate that element to match.

Why do you need to rotate project north?

90 percent of buildings modeled in revit are at some angle, doesn't mean their project north needs to be rotated. Keep the project north as is, model the building upright, and rotate true north instead.
