If you want to adjust the extents of a Level in only one view, first select the Level, then click on the little '3D' that appears beside it, which will change it to read '2D' instead, and then make your adjustment.

If a Level's 3D extents don't cross an Elevation or Section's extents, then that Level won't be shown within that view at all. Uncrop the view and Zoom it out so you can see the entire project, find the Levels, and adjust their extents over into the area that comprises the view when you crop it again.

Select the level, then click on the little 2D to change it to 3D. Or right-click on the level line and choose "Reset to 3D Extents" from the context menu that pops up.

Except that won't work if the view is cropped such that the full 3D extents cannot be seen. If that is the case, you will have to uncheck the "Crop View" option in the view's properties.
