I'm working a project where I have assigned a cut pattern to the walls and the floors which work perfectly for the sections in scale 1:150mm. The issue now is the cut patterns I have assigned to these elements in the material browser becomes too dense in a much larger scale (e.g. scale 1:20mm, 1:10mm). How can I have much greater control over the representation of these cut patterns in different scales without using filled regions?

(p.s the floor is built up in layers and using override graphics changes the representation of all the layers including the floor finish)

Cut patterns are always drafting patterns so you will need to find a balance among different scales. Beyond that, you would need to override pattern in either plan views or detail views. Pick one that requires less work.

If your components can be converted to parts then you can change parts materials to differ from original components materials.

One way is to use Detail Level Coarse for "coarse" scale views (site/overall plans) and Medium/Fine for regular and enlarged plans. If your wall types are assigned a Coarse Scale Fill Pattern you can see that in Coarse and then the material's cut pattern in Medium/Fine.

you can use the filter for Hatch and pattern, the pattern (drafting) is work in view so you can use a filter and different pattern size.
for example:

and for filter:

in my opinion this is the best way to control the pattern in views.
