Creating an IFC with a Level 1 Included

What does an IFC file need to contain for Revit to see it as having a "Level 1"?

I exported and imported a simple IFC file using Revit (see attached). It has the same problem the IFC file I created has. A new "Level 1" at elevation 0m is created.

I am passing on your query and sample file to the development team who made the suggestion in the first place.
