I created an project and it appears that the units are in KM and not mm. Is there a simple way to convert/scale this in recap?

Yes, try unchecking 'auto appropriate unit' in the settings dialog. When checked, this will use the best scale for your selected units (e.g. if you have 'meters' set, it will show KM when the value is > 1km).

It doesn't seem to be as simple as that. The actual measurements appear to be off by a factor of about a thousand. For example a door height which we know is 2100mm is showing as 2100m..............hope that makes sense. Its a weird one. Possibly due to the way the rcs was created or the format the units the .pts was exported.

OK, yes, that's a completely different issue. The PTS format requires the XYZ values to be in meters. If they are not, you will see this type of scale mismatch.
