Try: View -> Toolbar -> Command Window

If you mean the Command Window: you can open and close this with 2 macros and bind this to a keyshortcut.

Open Command Window:

TOOLBAR COMMANDBAR RAISE
ECHO ON DCPDEBUG TRACE COMMAND ACCEPT

Close Command Window:

TOOLBAR COMMANDBAR LOWER
ECHO OFF DCPDEBUG UNTRACE COMMAND ACCEPT
