Point Layout 2020 require updated FlexLM?

I think I know the answer to this one... does the Network Licensed Version require updated FlexLM?

If you mean the Network License Manager, if you are on that type of license then yes it does, version 11.16.2 However, unlike prior installs you do not need to install one of the 2020 design products.
