Can anyone provide any guidance on how to revert the "Always load" setting from NETLOAD?

There are no options for manually loading plugins with the NetLoad command. Perhaps you meant the mode of automatic downloading of the plugin from the “bundle” folder. There the mode is configured in the PackageContents.xml file. You can specify LoadOnAutoCADStartup="True" in it.

you may look to command _SECURITYOPTIONS as well as variable SECURELOAD.
