Programmatically access layer info

i'm stuck and in case my last question wasn't clear i've attached an image. i can access the General layer properties thru the api (circled in green on image). how can i programmatically access the Attributes (circled in red). is this possible? thanks.

If you have the BlockReference already at your hand, you can access the .AttributeCollection which gives you a list of ObjectIDs, every one pointing to each single AttributeReference attached to the BlockReference.
