Creating polyLine Arc using vb.net standalone application for AutoCAD 2014

hi all,

Just wondering if anyone out there is able to help me out with using VB.NET to create a new polyline segment with arc? I am try to create hexagon shape by using polyline and this shape has fillet with 1mm radius for this task i have use bulge commanad but it not work. please give me the exact meaning of bulge and how to is use?

Any guidlelines or suggestions?
