&lt;P&gt;I guess you mean the latest free IDE, if so, you can download &lt;A href="https://visualstudio.microsoft.com/vs/community/" target="_blank"&gt;Visual Studio 2017 Community Edition.&lt;/A&gt;&lt;/P&gt;

&lt;P&gt;PS: keep away from using VB .NET and use C# instead, you'll find more help.&lt;/P&gt;</description>
