Annotative Text scales not changing or displaying correctly

I've created a program which adds Annotative Text to the drawing, this works correctly on first drawing I open, but when I open a second drawing the Text is created correctly and the annotative scale are applied to the properties of text, but they won't change scale when the drawing annotation scale is changed.

This program is displayed on a docked toolpallette and I think it has something to do with the Event Handles, but I've been stuffing around with these for awhile with out any success.

Can you please provide a sample reproducible sample to investigate the issue ?

I have developed a program which creates annotative text in drawings, in 'Drawing A' the text displays and scales correctly, in 'Drawing B the scales are added to the text in the properties but do not display or scale correctly.

This has been developed in AutoCAD 2018 UP2

Can you please check and let us know setting the system variable SELECTIONANNODISPLAY to 0 resolves the issue ?
